Dear Majority Leader Schumer, Leader McConnell, Speaker McCarthy, Leader Jeffries, Chair Murray, Ranking Member Collins, Chair Granger, and Ranking Member DeLauro:
We, the undersigned 994 national and state organizations, represent children and families, child care providers and early educators, school-age afterschool and summer programs, small businesses and workers, civil rights and faith-based organizations, experts and advocates working daily to strengthen America’s child care system for all. We write to urge you to invest at least $16 billion1 per year in emergency child care funding2 to avert a devastating decrease in the supply of care that would disrupt both families and our economy.
In less than 19 days, the American Rescue Plan Act (ARPA) stabilization dollars that saved the child care industry from collapse will expire. Absent emergency funding from Congress to avert this cliff, The Century Foundation projects that 3.2 million children could lose their child care.3
If Congress fails to act:
Child care programs and families will be left with impossible choices: Child care programs will have to raise prices to compensate for the lost revenue or find themselves unable to pay sufficient wages to retain staff. Meanwhile, parents will have to pay more or remove their children from care, putting at risk their family economic security in the short and long term in the face of

rising costs. Child care providers are already grappling with increased financial pressures due to the recent expiration of additional bipartisan investments in the Child and Adult Care Food Program and rents rising faster than inflation, both of which hurt the bottom line for home-based child care providers. In light of these pressures, many providers will struggle to even stay in business.
States will lose ground on progress made in the last few years.4 The influx of federal resources has allowed states to make long-deferred investments to make their child care assistance systems work more effectively for families and early educators. This progress - whether removing families from waiting lists for child care assistance, raising provider compensation, expanding eligibility for assistance, or lowering family copayments - is now at risk.
Inequities will disproportionately impact families in rural areas, families with low incomes, and women and families of color. The shrinking supply and rising costs that will result from congressional inaction will only exacerbate inequities for populations and places already struggling from the impacts of systemic barriers in access like rural areas, farm families, urban communities with families making lower incomes, and families led by Black or Latina mothers.
Even before the pandemic, families struggled to find and afford care, early educators made poverty wages, and over half of counties were child care deserts, without sufficient supply of child care. If Congress fails to act, it will leave the child care industry even worse off than its pre-pandemic precarity. Over the past three years, the economy—and specifically the low-wage labor market—has fundamentally changed. New analysis from National Women’s Law Center5 shows that between 2019 and 2022, pay growth for child care workers lagged behind other low-paid sectors, making it more difficult for providers to retain early educators and exacerbating the supply crisis. While other low-wage sectors have been able to raise wages and improve benefits on a permanent basis, the child care sector has only been able to do so temporarily and largely due to the relief dollars. In fact, even with relief dollars, the child care industry is still missing 40,800 jobs6 since the start of the pandemic.
Congress must provide at least $16 billion per year in emergency child care dollars to address the looming child care cliff while laying the groundwork for the sustained and transformative funding needed to ensure high-quality, affordable child care is accessible for all families. Without these federal funds, we are once again creeping towards another child care crisis that would carry major economic consequences.
